The World Race was a race organized by Dr. Peter Tezla with the objective of claiming the Wheel of Power. Tezla aimed to do this utilizing his teams of drivers racing in 6 legs; the Lava Leg, the Forest Leg, the Desert Leg, the Ice Leg, the Water Leg, and finally, Hot Wheels City.
Highway 35 was built by the Accelerons eons ago as a place to race and prior to the events of the movie, Dr. Tezla found it and discovered the Wheel of Power. He theorized that it could solve many of the world's problems if he could harness the Wheel's power correctly.
